Abstract [sv]
Forskningsfrågor:
1: Hur tolkar och operationaliserar fackliga organisationer lönetransparensdirektivet inför dess implementeringsprocessen?
2: Vilken roll har fackliga organisationer som institutionella aktörer i implementeringsprocessen av EU:s lönetransparensdirektiv (2023/970)?
Syfte:Denna studie syftar till att analysera hur representanter från fackförbund uppfattar, tolkar och operationaliserar EU:s lönetransparensdirektiv (2023/970) inför dess implementering, samt att undersöka fackförbundens roll som institutionella aktörer i utformningen av implementeringsprocessen. Studien tar sin utgångspunkt i att direktivet innebär nya krav på hur löneinformation hanteras och kommuniceras, vilket aktualiserar frågor om hur dessa intentioner tolkas och omsätts innan de etableras praktiskt.
Genom detta avser studien att bidra med kunskap om hur lönetransparens konkretiseras i den tidiga fasen av implementeringen samt fackförbundens roll i samverkan med andra aktörer i processen.
Metod:Den här studien tillämpar en kvalitativ abduktiv ansats, vilket innebär att analysen har växlat mellan teori och resultat. Undersökningen bygger på totalt femton semistrukturerade intervjuer med representanter från fackliga organisationer. För studiens teoretiska referensram användes sekundärkällor i form av vetenskapliga artiklar samt relevanta dokument, sökta i universitetets databaser. Analysen genomfördes tematiskt och tolkades genom den nyinstitutionella teorin.
Slutsats:Studien visar att fackliga organisationer konstruerar lönetransparensdirektivet utifrån den svenska partsmodellen som tolkningsfilter, snarare än som ett neutralt regelverk. Operationaliseringen sker främst genom integration i befintliga strukturer, vilket riskerar att begränsa förändringens djup. Förbunden intar fyra sammanlänkade roller i implementeringsprocessen: tolkare och konstruktörer, medskapare, informationsbalanserare samt normskapare. Studien visar att fackliga organisationer är nödvändiga men inte tillräckliga aktörer i denna process, och att direktivets genomslag i hög grad avgörs av om omgivande strukturer i form av sanktioner och tydliga begreppsliga ramar ger tillräckliga förutsättningar för att göra transparensen handlingsdrivande snarare än symbolisk.

Research questions:
1: How do trade unions interpret and operationalize the pay transparency directive in preparation for its implementation?
2: What role do trade unions have as institutional actors in the implementation process of the EU pay transparency directive (2023/970)?
Purpose:This study aims to analyze how representatives from trade unions perceive, interpret and operationalize the EU's Pay Transparency Directive (2023/970) ahead of its implementation, and to examine the role of trade unions as institutional actors in shaping the implementation process. The study is grounded in the assumption that the directive introduces new requirements for how pay information is managed and communicated, which raises questions about how these intentions are interpreted and put into practice before they are formally established.
In doing so, the study aims to contribute knowledge about how pay transparency is concretized in the early phase of implementation and the role of trade unions in collaboration with other actors in the process.
Method:This study applies a qualitative abductive approach, which means that the analysis has alternated between theory and results. The research is based on a total of fifteen semi-structured interviews with representatives from trade unions. For the study's theoretical frame of reference, secondary sources in the form of scientific articles and relevant documents, searched in the university's databases, were used. The analysis was carried out thematically and interpreted through the neo-institutional theory.
Conclusion:The study shows that trade unions construct the pay transparency directive through the lens of the Swedish social partner model rather than as a neutral regulatory framework. Operationalization primarily occurs through integration into existing structures, which risks limiting the depth of change. Unions assume four interconnected roles in the implementation process: interpreters and constructors, co-creators, information balancers, and normsetters. The study concludes that trade unions are necessary but not sufficient institutional actors in this process, and that the directive's impact largely depends on whether surrounding structures, in terms of sanctions and clear conceptual frameworks, provide sufficient conditions for making transparency action-driven rather than symbolic.
