Abstract [sv]

Syftet med studien var att undersöka om det finns samband mellan enhetschefers utbildning, ledarerfarenhet, ledarskapsindex och kundnöjdhet fördelat på arbetsområdena funktionshindrade och äldreomsorg, i samma organisation. Bakgrunden till detta är att regeringen lyft en oro kring enhetschefer inom äldreomsorgen då personalgrupperna är stora och det administrativa stödet litet, varför cheferna inte alltid har de förutsättningar som krävs för att leda verksamheten. I förhållande till handikappomsorgen skiljer sig tjänsternas omfattning åt påtagligt, gällande ekonomiska resurser och personalens arbetsvillkor. Studien har genomförts i en mellansvensk medelstor kommun och är en kvantitativ studie där 40 enhetschefer ingick, resultat från två befintliga enkätundersökningar har studerats. Utifrån kundenkäten har cheferna fått ett värde på den totala kundnöjdheten på sin enhet, och utifrån medarbetarenkäten där medarbetarna har skattat sina chefer har cheferna fått ett ledarskapsindex.  Resultaten påvisade att 70% av enhetscheferna inom vård- och omsorg hade lägst en treårig högskoleutbildning. Enhetscheferna från handikappomsorgen hade längre genomsnittlig utbildning än enhetscheferna från äldreomsorgen. Enhetscheferna från hemtjänsten hade betydligt kortare erfarenhet i organisationen jämfört med övriga chefer från vård- och omsorg.  Slutsatsen är att det fanns signifikanta samband mellan arbetsområde och ledarskapsindex, där enhetscheferna från handikappomsorgen hade högre ledarskapsindex än enhetscheferna inom äldreomsorg. Mellan övriga variabler fanns inga samband.

Abstract [en]

The aim of this study was to investigate if there is any correlation between the education, leadership experience, leadership indices and customer satisfaction of first-line managers, distributed over the fields of disability- and elderly care within the same organisation. The background to the study was that the Swedish government has raised concerns regarding the first-line managers in elderly care, as personnel groups are large and administrative support is minimal, which means that the managers may not always have the conditions required to manage and lead the operations. In comparison to disability care, there are considerable discrepancies in the scope of the positions with regard to financial resources and employee working conditions. The study was conducted in an average-sized municipality in central Sweden, and it was a quantitative study with 40 first-line managers included, where results from two existing surveys were examined. Each manager was assigned a value based on the total customer satisfaction in the unit, based on a customer survey, and a leadership index figure, based on an employee survey in which employees rated their managers. The results indicate that 70% of the first-line managers within nursing and care had completed a minimum of three years of higher education. The first-line managers within disability care had a higher education on average than the first-line managers within elderly care. The first-line managers within home help service had considerably less experience within the organisation compared to the rest of the first-line managers within nursing and care. The conclusion is that there are significant correlations between the field of work and leadership indices, and that first-line managers within disability care had higher leadership indices than first-line managers within elderly care. No correlation was found between the other variables.
