SyfteStudien syftar till att undersöka hur verktyget samverkan kan användas för att uppnå hållbara målsättningar i svenska kommuner.

Frågeställningar Vilka utmaningar finns det vid samverkansprojekt för att uppnå hållbara målsättningar i svenska kommuner?Vilka framgångsfaktorer kan effektivisera samverkansprocessen för projekt i svenska kommuner?

Metod Forskningsstrategin var kvalitativ och genomförd med en abduktiv forskningsansats. Empiriska data var insamlad via tio semi-strukturerade intervjuer med respondenter som arbetar med samverkan och hållbar utveckling. Studiens empiriska data var sedan analyserad med studiens teoretiska referensram som består av vetenskapliga artiklar och litteratur. Analysen resulterade sedan i en diskussion och en slutsats.

Slutsats Det finns många utmaningar som samverkande organisationer i svenska kommuner måste hantera. Vissa är specifika för just kommuner och vissa gäller i alla sammanhang. Vissa är mer svåra att hantera än andra och vissa är svårare i sammanhanget kommuner och hållbar utveckling. Framgångsfaktorerna som identifierats kan vara lösningar på generella samverkansutmaningar som är specifika för kommuner. Sammanhangen hållbara målsättningar och kommuner för med utmaningar och framgångsfaktorer som både gör processen svårare och enklare. Exempelvis ömsesidig nytta, politik och beslutsprocesser, tillit, kultur och gränser.

Purpose The study aims to investigate how the tool cooperation can be used to achieve sustainable goals in Swedish municipalities. 

Research questions What are the challenges of cooperative projects with the goal to achieve sustainability in Swedish municipalities?What success factors can streamline the cooperative process for projects in Swedish municipalities?

Method The research strategy was qualitative and implemented with an abductive research approach. The empirical data was collected via ten semi-structured interviews with respondents working with cooperation and sustainable development. The empirical data was then analyzed using the study’s theoretical framework which consists of existing scientific articles and literature. The analysis then resulted in a discussion and a conclusion.

Conclusion There are many challenges that cooperating organizations in Swedish municipalities must deal with. Some are specific to municipalities and some apply in all contexts. Some are more difficult to handle than others and some are more difficult in the context of municipalities and sustainable development. The success factors identified can be solutions to general cooperation challenges that are specific to municipalities. The context of sustainable goals and municipalities brings with it challenges and success factors that both make the process more difficult and easier. For example, mutual benefit, politics and decisionmaking processes, trust, culture and borders.
